Project Background and Purpose:

Under contract with Escambia County, SAI conducted detailed reviews of the Beverly Parkway, Catholic High School, Eleven Mile Creek, and Eight Mile Creek watershed models, developed level of service and modeling guidelines / standards to create and maintain consistency between studies conducted by various consultants and made recommendations on requirements to bring existing models up to those standards.
Stormwater Model Investigation

The Beverly Parkway, Catholic High School, Eleven Mile Creek, and Eight Mile Creek watershed models are approximately 4.2 square miles, 1.4 square miles, 12.4 square miles, and 36.0 square miles respectively.

The watershed model reviews included evaluation of the following primary items:

The level of detail used to represent runoff through sub-basin and land cover discretization (including curve number, DCIA, time of concentration, and basin area recalculations for 20% of the sub-basins in each of the basin studies);

The locations and level of detail of reaches and cross sections used to characterize the hydraulic model network;

An input parameter review to identify node and link typographic errors and hydraulic data errors;

Storage accounting and floodplain verification;

Model connectivity review to ensure that all required hydraulic connections were included in the model;

Review of simulation results of the model for stability and the models ability to sufficiently simulate the hydrologic/hydraulic characteristics of the watershed (timing and shape of hydrographs); and

Review of model calibration procedures.

A watershed model database review was also conducted to determine if all information was available in accordance with FEMA Data Capture Specifications (DCS).

The project included report preparation and deliverables depicting results of the Sub-basin Delineation Verification, Hydraulic Data Verification, and Floodplain Area Verification reviews.
